In the second half of 2020, installation of CCTV cameras, eco-sensors and “smart” traffic lights will be completed in Tashkent. The system will be commissioned in the fourth quarter of the coming year, Norma reports.

Within the framework of the project, the Unified Situations Center, Data Processing Center, and the Unified On-line Dispatch Service (contact number 112), including emergency operational services of the Ministry of Emergency Situations, police department, ambulance and emergency gas service will operate.

Information systems of government agencies and other organizations are required to integrate with the “Safe city” system. A special laboratory will be established to monitor and certify the used machinery and equipment, and a training center will be opened for training and advanced training of specialists involved in the project.

Markings will be made on the roads, road signs, lighting and info indicators will be installed with a long service life. They will introduce a system of photo and video recording of traffic violations, monitoring the safety of residential buildings and socially important objects, regulating car parks and parking lots.

Proceeds from the payment of fines for offenses identified by the system will be distributed in half between the Uzbek side and the general contractor – a joint Uzbek-Chinese enterprise (statutory fund – $2 million, state share – 58%, investor share – 42%). After full reimbursement of investment costs, the fines received to the account of the general contractor are subject to referral to the state budget.

Responsibility for the maintenance and technical support of the system is vested in the Center for Assisting the Public Order under the Finance Ministry.

Following the results, the issue of phased implementation of the system throughout the country will be decided.
