The sanctions list includes natives and citizens of Uzbekistan:

- Gulbahor Ismailova - born on December 22, 1959 in Tashkent. In the “nationality” column, Uzbekistan, Russia and Cyprus are indicated;
- Gulnoz Kuchkarova - born on October 4, 1982 in Tashkent, a citizen of Uzbekistan;
- Nasiba Narzieva - born on June 30, 1984 in Tashkent, a citizen of Uzbekistan;
- Saodat Narzieva - born on May 15, 1965, a citizen of Uzbekistan;
- Shokhrukh Nasirkhodjaev - born on September 7, 1980, a citizen of Uzbekistan;
- Natan Viner - born in 1973 in Tashkent.

The press release of the Ministry of Finance refers to a certain “Cypriot network of Usmanov”.

It is noted that the directors of Almenor are a resident of Cyprus, Kostas Giannakou, a citizen of Cyprus, Marilena Georgiou, and a citizen of the Russian Federation - Cyprus Gulnoz Kuchkarova, who also has citizenship of Uzbekistan.

Gulbahor Ismailova is the founder of The Sister Trust.

A citizen of Uzbekistan, Shokhrukh Nasirkhojaev is the CEO of Hamriyah Steel FZC, a company from the United Arab Emirates.

In addition, the US Department of the Treasury included Nasirkhodjaev’s wife, Nasiba Narzieva, as well as her mother, a citizen of Uzbekistan Saodat Narzieva, in the list. She is the sister of Alisher Usmanov.

In general, all of the above persons are associated with businessman Alisher Usmanov.

It should be recalled that in April 2022, three natives of Uzbekistan were included in the UK sanctions list.

The sanctions list included:

- Gulbakhor Ismailova;
- Saodat Narzieva;
- Nigina Zairova.

Earlier, it was reported that the UK imposed sanctions against the USM holding. The justification for the sanctions states that USM is owned or controlled directly or indirectly by a person “beneficiary of the support of the Russian government, namely Alisher Usmanov”, and that USM “does business in sectors of strategic importance to the Russian government, namely the Russian mining sector and the communications and digital technology sector”.
