President Mirziyoyev sets new standards for protecting entrepreneurs against unjustified business halts

A registry of criteria that pose real threats to the life and health of the population will be developed by November 1. Any official who halts an entrepreneur's activities based on criteria not listed in the registry will be held accountable. The threshold amount for initiating a criminal case against an entrepreneur for tax evasion will be doubled to 200 million UZS.

During an open dialogue with business representatives, President Shavkat Mirziyoyev emphasized that the level of legal violations that justify the suspension of entrepreneurial activities has not been clearly defined. As a result, there have been cases where entrepreneurs' activities are halted even for minor infractions.

"Therefore, by November 1, a registry of criteria that pose real threats to the life and health of the population will be developed. Any official who halts an entrepreneur's activities based on criteria not listed in the registry will be held accountable," the president said.

Additionally, during the discussion, the importance of further liberalizing the criminal liability of entrepreneurs was highlighted.

"There is a crime called tax evasion. Currently, if an entrepreneur fails to pay taxes exceeding 100 million UZS, they are considered a criminal. Therefore, it has been proposed to double the threshold amount for initiating a criminal case against an entrepreneur for tax evasion," the president said.

Moreover, the ongoing issues regarding compensation for the demolition of real estate were noted.

Currently, these costs are covered by the regional budget. However, due to the limited funds in some regional budgets, compensating entrepreneurs can take 5-6 years.

"From now on, the funds from land sales will first be directed towards repaying debts to entrepreneurs for demolitions," the president said.
