Former 'Toshshahartransxizmat' chief and 20 others sentenced in corruption case

The former head of "Toshshahartransxizmat," Anvar Jorayev, and his deputy, Abdujamil Azizov, have been found guilty of offenses including embezzlement of state property and official forgery. They were sentenced to 7.5 years of imprisonment.

On February 3, 2025, the Almazot District Court for Criminal Cases delivered its verdict regarding Anvar Jorayev, the former chairman of "Toshshahartransxizmat" JSC, and 20 other individuals. The trial was presided over by Judge Umidbek Musayev from the Yunusobod District Court for Criminal Cases. This information was reported by "Gazeta.uz" after reviewing the court ruling.

The trial was conducted openly; however, photographing the proceedings or using recording devices was prohibited. Media representatives were permitted to use only paper and pens.

The court addressed 24 episodes reflecting the crimes committed by the defendants.

According to the verdict, Anvar Jorayev, who until 2024 served as the head of the Tashkent City Transport Department and chairman of "Toshshahartransxizmat" JSC, was banned from holding positions of authority or material responsibility within the "Toshshahartransxizmat" system for three years and sentenced to 7 years and 6 months in prison.

The charges against him include:

  • Article 167, Part 3, Clause "a" of the Criminal Code (embezzlement or misappropriation in especially large amounts);
  • Article 184, Part 3 (evasion of taxes or fees in especially large amounts);
  • Article 184-1, Part 2 (violation of budget and staff discipline in especially large amounts);
  • Article 205, Part 2, Clause "a" (abuse of power or authority causing significant damage);
  • Article 209, Part 2, Clause "a" (repeated official forgery);
  • Article 227, Part 1 (seizure, destruction, damage, or concealment of documents, stamps, seals, or forms);
  • Article 243 (legalization of proceeds from criminal activities).

During his testimony in court, Anvar Jorayev denied all charges against him, stating that he only learned about the embezzlement of spare parts during the investigation.

Abdujamil Azizov: The former deputy chairman of "Toshshahartransxizmat," Abdujamil Azizov, was also banned from working in the "Toshshahartransxizmat" system for three years and sentenced to 7 years and 6 months in prison.

The charges against him include:

  • Article 167, Part 3, Clause "a" (embezzlement or misappropriation in especially large amounts);
  • Article 209, Part 2, Clause "a" (repeated official forgery);
  • Article 227, Part 1 (seizure, destruction, damage, or concealment of documents, stamps, seals, or forms);
  • Article 243 (legalization of proceeds from criminal activities).

Abdujamil Azizov also denied all charges during the trial.

Husan Mahkamov: Husan Mahkamov, chairman of "Toshavtota'mirxizmat," was prohibited from holding positions of authority or material responsibility in the "Toshshahartransxizmat" JSC system for three years and sentenced to 5.5 years in prison. He was found guilty under Article 167, Part 3, Clause "a" (embezzlement or misappropriation in especially large amounts), Article 207, Part 1 (negligence in official duties), and Article 209, Part 2, Clause "a" (repeated official forgery) of the Criminal Code.

Ahmad Alimov: Ahmad Alimov, deputy chairman of "Toshavtota'mirxizmat," was sentenced to 5.5 years in prison and banned from working in the "Toshshahartransxizmat" JSC system for three years.

Bekzod Ibragimov: Bekzod Ibragimov, former head of the 8th Bus Depot, was barred from holding positions of authority or material responsibility in the "Toshshahartransxizmat" JSC system for three years and sentenced to 2 years, 3 months, and 3 days of restricted freedom. He was found guilty of crimes under Articles 167, 184, 205, 209, and 227 of the Criminal Code.

Shuhrat Ahmedov: Shuhrat Ahmedov, chief engineer of the 8th Bus Depot, received a sentence of 2 years, 7 months, and 8 days of restricted freedom and a three-year ban from working in the "Toshshahartransxizmat" JSC system.

Dilshod Toshpulotov: Dilshod Toshpulotov, former head of the 1st Bus Depot, was released from custody in the courtroom. His pre-trial detention was lifted under Article 61, Part 2 of the Criminal Code, though he is prohibited from working in the "Toshshahartransxizmat" JSC system for three years.

Shoaziz Ashirov: Shoaziz Ashirov, deputy head of the 1st Bus Depot, was fined 119 million UZS and banned from working in the "Toshshahartransxizmat" JSC system for three years.

Ismoil Baratov: Ismoil Baratov, deputy head of the 8th Bus Depot, was fined 105.875 million UZS and banned from working in the "Toshshahartransxizmat" JSC system for three years.

Sunnat Rahimberdiyev: Sunnat Rahimberdiyev, warehouse manager of the 8th Bus Depot, was released from custody in the courtroom and barred from working in the "Toshshahartransxizmat" JSC system for two years.

Najmiddin Davlatov: Najmiddin Davlatov, former deputy chairman of "Toshshahartransxizmat," was fined 51 million UZS and banned from working in the "Toshshahartransxizmat" JSC system for three years.

Habibulla Muzaffarov: Habibulla Muzaffarov, an employee of the "Toshavtota'mirxizmat" warehouse, was sentenced to 5 years and 1 month in prison and prohibited from working in the system for two years.

Kozimbek Hudoyorov: Kozimbek Hudoyorov, head of a department in the 2nd Bus Depot, was sentenced to 5 years and 1 month in prison and banned from working in the system for two years.

Bakhtiyor Sharipov: Bakhtiyor Sharipov, a material mechanic at the 8th Bus Depot, was fined 9.52 million UZS and banned from working in the "Toshshahartransxizmat" JSC system for one year.

Ravshan Atamuhamedov: Ravshan Atamuhamedov, chief engineer of the 1st Bus Depot, was sentenced to 3 years and 6 months of restricted freedom and banned from working in the system for three years.

Islombek Ibragimov: Islombek Ibragimov, warehouse manager of the 1st Bus Depot, received 3 years and 1 month of restricted freedom and a three-year work ban in the system.

Nargiza Abdurahmonova: Nargiza Abdurahmonova, an engineer in the production department of the 8th Bus Depot, was sentenced to 3 years and 1 month of restricted freedom and banned from working in the system for three years.

Additionally, fines were imposed on several other individuals: Qobil Nosirov (22.1 million UZS), Ravshan Bairov (25 million UZS), Fakhriddin Zakirjonov (23.8 million UZS), and Dostonbek Alimbekov (97,500 UZS), all of whom were found guilty under Articles 167 and 209 of the Criminal Code.

After the verdict takes legal effect, the following amounts will be recovered in favor of the Ministry of Economy and Finance in a joint and several liability:

  • Anvar Jorayev, Abdujamil Azizov, Husan Mahkamov, Ahmad Alimov, Habibulla Muzaffarov, and Kozimbek Hudoyorov are collectively liable for 2 billion 146 million 309 thousand UZS;
  • Anvar Jorayev, Abdujamil Azizov, Bekzod Ibragimov, Shuhrat Ahmedov, Ismoil Baratov, Najmiddin Davlatov, Dilshod Toshpulotov, Shoaziz Ashirov, and Ravshan Atamuhamedov are collectively liable for 905 million 800 thousand UZS;
  • Abdujamil Azizov, Bekzod Ibragimov, Shuhrat Ahmedov, Sunnat Rahimberdiyev, and Bakhtiyor Sharipov are collectively liable for 66 million 251 thousand UZS;
  • Dilshod Toshpulotov, Ravshan Atamuhamedov, Nargiza Abdurahmonova, and Bekzod Ibragimov are collectively liable for 196 million 471 thousand UZS;
  • Bekzod Ibragimov is individually liable for 66 million 654 thousand UZS.

Additionally, the following seized amounts will be directed to compensate for the material damage caused to the Ministry of Economy and Finance:

  • A total of 23,000 USD and 629 thousand UZS handed over to the Financial and Economic Department of the State Security Service (DXX);
  • A total of 56 million 885 thousand UZS transferred to the account of the Tashkent City Regional Division of the Department for Material and Technical Support of Courts;
  • A total of 98 million 25 thousand UZS transferred to the account of "Toshavtota'mirxizmat" LLC based on receipts.

Currently, defense lawyers have filed appeals.

In February 2024, a source from Kun.uz reported that Anvar Jorayev had stepped down from his positions as head of the Tashkent City Transport Department and leadership of "Toshshahartransxizmat," with speculation that he might have been detained. Shortly thereafter, his arrest was confirmed.

As a reminder, during a meeting chaired by the President on January 29, a reprimand and final warning were issued to several transport sector officials, including Anvar Jorayev. The head of state listed specific shortcomings in reducing traffic congestion and improving public transportation in Tashkent, noting that the performance of responsible officials in this regard was unsatisfactory.

For reference, Anvar Jorayev served as the chairman of "Toshshahartransxizmat" in 2017-2018, was temporarily removed from the position, and was reinstated in 2019.
