Uzbekistan moves to penalize AI-based misuse of personal data

The Legislative Chamber of the Oliy Majlis of Uzbekistan has passed the draft law “On Amendments and Additions to Certain Legislative Acts in Connection with the Regulation of Relations Arising from the Use of Artificial Intelligence” in its first reading.
According to the draft, a new Article 46-2 will be added to the Code of Administrative Responsibility, introducing liability for the unlawful processing of personal data using artificial intelligence (AI) technologies, as well as for the dissemination of such data through mass media or the internet.
In addition, the draft law defines the term “artificial intelligence,” outlines the key directions of state policy in this field, and specifies the functions of the authorized regulatory body. It also establishes general rules for the application of AI in the creation of information resources and the operation of information systems.
The proposed legislation introduces a requirement for mandatory labeling of information resources generated using AI. It also stipulates that such resources and systems must not violate human rights, including the right to life, health, freedom, honor, dignity, and other inalienable rights.
Furthermore, it is stipulated that decisions affecting human rights and freedoms must not be based solely on the conclusions of AI-generated information resources and systems.
The bill sets out penalties for the unlawful processing and dissemination of personal data using AI technologies via the media or internet.
“The adoption of this draft law will contribute to the further development and responsible use of AI, create conditions for its integration into various sectors, legally regulate emerging relationships, and help prevent the illegal processing and dissemination of personal data using AI,” lawmakers noted.
