Over 700 minors convicted in Uzbekistan in Q1 2025 – Supreme Court

Between January and March 2025, nearly 20,000 criminal cases were heard in courts across Uzbekistan, with 15,369 individuals convicted. According to the Supreme Court, 108 people were acquitted during this period. The most common cases involved fraud, violations of traffic and transport safety regulations, theft, and drug-related offenses.

The Supreme Court of Uzbekistan released statistics detailing criminal proceedings in the first quarter of 2025. In total, 15,681 criminal cases were considered involving 19,646 individuals. Of those, 108 people were acquitted and rehabilitated.

Out of the convicted individuals, 4,764 were sentenced to imprisonment, while 10,319 received other forms of punishment. Additionally, 286 individuals were given suspended sentences. Among the convicted were 13,611 men and 1,708 women. The data also showed that 6,066 of the convicted were youth, including 702 minors, and 601 were aged over 60.

As a result of non-custodial sentences being imposed, 2,042 people were released from custody directly in court. Furthermore, 8,181 individuals were granted early conditional release, while sentences for 2,746 people were replaced with more lenient penalties.

Charges against 3,765 people were either dropped or reclassified after the initial investigation was deemed unfounded. Additionally, 27 individuals were given non-custodial sentences based on written guarantees.

The majority of the criminal cases reviewed during this period were related to:

  • Fraud
  • Violations of traffic safety or use of transport
  • Theft
  • Drug-related crimes
  • Embezzlement or misappropriation
  • Forging or misusing documents, stamps, seals, or forms
  • Hooliganism
  • Intentional infliction of minor bodily harm
  • Intentional infliction of moderately severe bodily harm

Thanks to the application of the reconciliation mechanism, 3,429 individuals were exempted from criminal liability.

In the appellate courts, 2,064 criminal cases were reviewed concerning 2,706 individuals. Verdicts by lower courts were overturned for 92 people, and decisions were amended for 825.

Cassation proceedings covered 1,330 cases involving 1,523 individuals. Rulings were overturned for 115 individuals and changed for 475.

In supervisory review procedures, 1,360 criminal cases involving 1,598 people were considered. Verdicts were overturned for 46 individuals and amended for 268.

Separately, the Supreme Court’s Criminal Judicial Panel reviewed 240 cases involving 286 individuals in supervisory proceedings. Of these, 58 decisions were annulled and 87 were modified.
