France to allocate €30 million for green housing renovations in Uzbekistan

The French Development Agency (AFD) is expected to allocate €30 million in financial support to Uzbekistan’s Mortgage Refinancing Company.

The project, currently in its evaluation and preparation phase, is being developed to improve the energy efficiency of residential buildings in Uzbekistan. A cooperation agreement was signed between the parties in March during President Shavkat Mirziyoyev’s official visit to France.

Under the project, AFD will provide both a credit line and technical assistance. The funds will be channeled through Uzbekistan’s Mortgage Refinancing Company, which, in cooperation with commercial banks, will extend loans to end consumers.

As part of the initiative, a special online survey is being conducted to assess public awareness about energy efficiency. This survey has been designed by technical consultants of the project – specialists from Juru and AETS (France). The collected data will be used to shape the project’s economic and technical foundations.

What is energy efficiency?

Energy efficiency means achieving the same results while using less energy. For example, a well-insulated home stays warm in winter and cool in summer with minimal heating or cooling. This not only saves money on energy bills but also eases pressure on energy systems and benefits the environment.

In Uzbekistan, where winters can be very cold and many buildings are outdated, increasing energy efficiency means making homes more comfortable while reducing heating and electricity costs.

Energy efficiency improvements are typically achieved through renovations, such as:

  • Adding insulation to walls or roofs;
  • Replacing old windows with energy-saving models;
  • Upgrading to modern boilers or heating systems;
  • Installing solar panels or efficient air conditioners.

These upgrades can lower monthly energy bills, improve home comfort during extreme temperatures, and increase the overall value and quality of properties.

On March 23, 2025, President Mirziyoyev issued a decree establishing the National Energy Efficiency Agency under the Cabinet of Ministers. The agency is tasked with implementing a unified state policy in the field of energy efficiency, developing and regulating incentive and enforcement measures. Ziyoviddin Badriddinov has been appointed as the head of the agency.
