Uzbekistan to establish National Agency for Quality Assurance in Education

A new agency will operate under the Presidential Administration and serve as the main body responsible for monitoring the quality of education in Uzbekistan.

Based on a presidential decree, the “Project Center for Initiatives in the Field of Education” will be transformed into the National Agency for Quality Assurance in Education under the Presidential Administration.

According to the decree, the agency will function as a specialized authorized state body responsible for external quality control in secondary specialized, vocational, higher, and postgraduate education, as well as in the retraining and professional development of personnel and qualification assessment.

The Institute for the Development of the National Qualifications System will also be incorporated into the agency's structure.

The director of the agency will be appointed and dismissed by the president. The position will carry a status equivalent to that of a deputy presidential advisor.

Starting from July 1, 2025, the launch of newly established educational institutions will be carried out in two stages:

  • First stage: Institutions providing secondary specialized, vocational, higher, and postgraduate education must obtain a license in accordance with established procedures. Institutions for retraining and professional development of personnel will be created under a notification-based procedure.
  • Second stage: The educational programs offered by these institutions – such as professions, fields of study, specializations, and courses – must undergo a process of special state accreditation before they can begin training students.

In this process:

  • Admission of students into unaccredited programs will not be permitted.
  • Conducting admissions without undergoing special state accreditation will be considered a serious violation of licensing requirements and grounds for the cancellation or suspension of the institution’s license.
