Under Article 136 of the Administrative Code, drivers of scooters, mopeds, and similar personal transport devices who refuse alcohol, drug, or intoxication testing will face a fine of three base calculation units (BCUs). Furthermore, operating a scooter or personal transport device under the influence of alcohol, drugs, or other intoxicants will also incur a fine of three BCUs.

Additionally, drivers of these vehicles caught transporting passengers will be subject to a fine of 0.5 BCU.

These amendments were introduced in response to the increasing use of small electric transport vehicles and the associated need for preventive safety measures.
